Black boot cuff finished with grey thread rolled hem serger seam on outside to give a nice ruffled edge.  All measurements are approximate and laying flat un-stretched.

Boot cuffs are commonly worn on tall riding boots or mid-length boots. But you can also wear them on ankle boots and booties as well.
